Dashboard error refresh #1322

Description

This fix adds a button to restart the OED session if the user gets stuck on an error page.
This PR supersedes PR #1312 due to irrelevant commits added.
This PR only has the commits necessary to fix the issue.

Fixes #1171

Thanks to @hazeltonbw for working on this. Overall it looks good and works as expected. I made a couple of small comments to address.
